Catherine Willows is second to Gil Grissom, the supervisor of Las Vegas’ nightshft CSI. More than just a second, Willows is logical and task oriented. She keeps Grissom focused when possible. He’s brilliant, but prone to becoming hyper-focused on the task at hand, and forget the minutia of paperwork.

I adore Grissom, but Catherine would be the better frontrunner. Gil’s like me. He’d rather be left to process evidence. He’s introverted and not politic savvy. He just doesn’t care for the nuances of playing politics. They are well paired though!
